De Soto Welcomes New Administrators & Director

Please join us in welcoming Mr. Ron Farrow as the new Assistant Superintendent of Curriculum, Instruction, and Assessment, Ms. Whittney Carter as the new Principal at Athena Elementary School, Mr. Dustin Washam as the new Principal at Vineland Elementary school, Mrs. Melissa Dunnegan as the new Assistant Principal at Vineland Elementary School, Mr. Winckel as the new Director of Transportation, and Mr. Chris Krueger as the Dean of Students at Vineland Elementary School, effective July 1, 2021.


Mr. Farrow


Mr. Farrow has been the Principal at Athena Elementary since 2017. Prior to joining De Soto, Mr. Farrow served as a building Principal for Cape Girardeau Public Schools, Instructional Technology Director for Cape Girardeau Public Schools, and a teacher for Farmington Public Schools. Throughout his career, Mr. Farrow has believed strongly in the power of positive relationships with students, families, and staff, clear and consistent communication, fostering a positive culture, leading by example, and a core focus on instruction and data-driven practices to improve student achievement. Mr. Farrow is married to Brandi Farrow, a 5th grade Reading teacher for Farmington Public Schools, and they have 2 children, Aiden, 11, and Sophie, 6.

Ms. Carter


Ms. Carter is currently the Assistant Principal at Athena Elementary.  Ms. Carter is passionate about Athena students and the community. “I have thoroughly enjoyed my three years at Athena as the Assistant Principal and have built strong relationships throughout the school and community. I am excited to continue to grow these relationships as the Principal at Athena and plan to continue building upon the strong foundation Mr. Farrow has helped us develop.” Ms. Carter began her career in education at Cape Girardeau Public Schools where she was a first- then fourth-grade teacher. For the last 3 years, she has been serving as the Assistant Principal at Athena Elementary. Ms. Carter has a bachelor’s degree in education from Southeast Missouri State and a master’s degree in educational administration from Southeast Missouri State.

Mr. Washam


Mr. Washam is eager to join the district and begin serving in his new role. “I’m excited to join the Vineland Elementary community! I look forward to meeting and working with each and every one of my new colleagues.” Mr. Washam began his career in education at Fair Grove R-10 School District, where he taught Math and Science to sixth and seventh graders. He currently works at Farmington School District, where he served as the Dean of Students for two years and taught eighth grade. Mr. Washam has a bachelor’s degree in education from Missouri State University, a master’s and specialist degree in education administration and superintendency respectively, from Southwest Baptist University.

Mrs. Dunnegan


Ms. Dunnegan is a loyal and dedicated Dragon. She has worked in the district for the past 12 years and at Vineland for the past 8 years. She provided Gifted Education to students at both Vineland and Athena Elementary for 4 years prior to working full time at Vineland Elementary as a teacher for 1st then, 6th grade. This past year, Ms. Dunnegan has been the Dean of Students for Vineland Elementary. “Working these past 12 years in the De Soto School District has been nothing short of an amazing experience. I look forward to this next step as the Assistant Principal at Vineland Elementary, and I am extremely excited about the opportunity.”

Ms. Dunnegan has a bachelor’s degree in elementary education and a master’s degree in educational administration from Missouri Baptist University. She also holds a second master’s degree in special education with an emphasis in gifted education and a focus in teaching and learning from University of Missouri.

Mr. Winckel


Mr. Winckel has worked as a bus mechanic for the district for the last seven years, prior to that he was a bus driver for the district.  He also served as interim director for several months during the 2019-2020 school year. 

Mr. Winckel is grateful for this opportunity, "I'm blessed for the opportunity to serve a great transportation department as the director. I have big shoes to fill as Michelle has been a great director. Enjoy your retirement Michelle.  Onward, Dragon Busses!"

Mr. Krueger

Mr. Krueger is thrilled to join the dragon family. "I’m extremely excited for this opportunity as the Dean of Students at Vineland Elementary. I'm looking forward to creating relationships and memories in the De Soto community."

Mr. Krueger earned his bachelor's degree from Southeast Missouri State University and earned his master's degree in Educational Administration from Missouri Baptist University. Mr. Krueger has worked in the Windsor School District for the last 15 years as a Physical Education teacher, a coach, and a summer school administrator.
